Good Neighbourhood Management Service Standard

What we consider Good Neighbourhood Management issues 

Good Neighbourhood Management covers everyday household and lifestyle differences that may cause frustration but are not deliberate or serious enough to be Anti-Social Behaviour. 

These are usually part of normal day-to-day living. Examples include: 

  • General household noise and day-to-day living activities 

  • Children playing, babies crying or one-off events 

  • DIY, gardening or noise at reasonable times 

  • Parking, boundary or neighbour disagreements 

  • Pets, cooking smells or general living habits 

How to report 

You can make your report using a variety of methods, online, by email, in writing or by calling our Contact Centre.

Response times  

All cases will be risk assessed which will determine the priority 

  • High (priority 1) - high risk of harm We aim to respond within 24 hours (excluding weekends and bank holidays).

  • Medium (priority 2) - medium risk These cases will be acknowledged within 24 hours (excluding weekends and bank holidays) with investigation starting within 5 working days. 

  • Standard (priority 3) - no risk of harm. We will respond within 10 working days. 

 

What happens next 

Your report will be formally recorded and allocated to an officer. We will agree an action plan with shared responsibilities, consider any support needs and communicate with all relevant parties. We will encourage positive neighbour relationships and community engagements.

Where issues relate to differing lifestyles, we will consider appropriate options to resolve concerns. We will assess all available information and formal interventions and liaise with partner agencies to help keep our neighbours safe. 

 

Progressing the case 

Please report any new incidents to South Essex Homes and relevant agencies. All reports will be added to the case record and we can support you with reporting processes.      

While some sensitive information may not be shared, we will maintain contact to reassure you that the case is progressing. We will work closely with partner agencies and share resources to improve outcomes.    

 

Closing a case 

A case will be closed in the following circumstances 

  • The reporter withdraws the complaint 

  • The case has been resolved 

  • Where the action plan has not been adhered to (eg actions not completed by complainant) 

  • Where appropriate actions have been exhausted (the reasons for this will be explained to you) 

  • Where there is differing lifestyle practices that does not constitute a breach of tenancy 

  • Where there have been no new reports for 30 days. 

We will contact you to agree this before the case is formally closed
