Closure Order Secured for Property in Martock Avenue, Westcliff

Southend-on-Sea City Council has secured a three-month closure order for a property in Martock Avenue, Westcliff, following reports of serious and ongoing anti-social behaviour.

The closure order, granted on 24 June 2026, applies to 33 Martock Avenue and will remain in force until 23 September 2026. The order was obtained to protect local residents and provide respite from the significant disruption linked to the property.

The order prohibits access to the address by all individuals, with the exception of authorised representatives and contractors from Southend-on-Sea City Council and South Essex Homes. Any unauthorised person entering the property commits a criminal offence and may be arrested.

The action follows sustained reports of anti-social behaviour affecting the surrounding community. Partners including the Council, South Essex Homes and Essex Police worked together to investigate the issues and take appropriate enforcement action.

The tenant has now vacated the property, which has been secured, and further legal proceedings are ongoing.

Anita McGinley, Housing Community Safety Manager at South Essex Homes, said:

"Taking the decision to seek a closure order is never done lightly. However, in this case the level and persistence of anti-social behaviour meant it was necessary and proportionate to protect the community. Residents have experienced considerable disruption, and this action will provide much-needed relief while we continue to pursue longer-term solutions."

Southend-on-Sea City Council and South Essex Homes remain committed to tackling anti-social behaviour and working with partners to keep communities safe. Enforcement action is used alongside support and early intervention wherever possible, but decisive action will be taken where behaviour continues to have a serious impact on others.
