Domestic CCTV and Smart Doorbells

It is a term of most Southend City Council (SCC) tenancies that tenants must not make changes to their home without the written permission of SCC. In most cases, fixing a recording device (like a smart doorbell) to any part of the building (e.g. to a door, doorframe, windowsill or wall) will  require the written permission of South Essex Homes (SEH) who manages SCC homes on behalf of the Council.

Tenants installing any recording device which is not fixed to any part of the tenant's home, should follow the guidance from the Information Commissioner's Office (ICO) about using cameras at home: Information Commissioner's Office (ICO) on the use of domestic CCTV.

SEH will in general not object to the installation of a recording device which does not capture any images or sound from beyond the boundary of the tenant's property as long as the device is properly installed and does not cause any damage to the building.
